What happens if a Mutiny vote ties? What happens if we kill a captain, how is the replacement captain chosen and how long does it take? They vote again. By election or appointment. As long as it takes.

Does the cruiser have to be targeted around a planet or can we describe one of the blank areas to patrol?
If multiple ships pass thru the area assigned to the cruiser, will all ships be stopped or randomly decided?

If multiple ships pass thru the area assigned to the cruiser, will all ships be stopped or randomly decided? You can target any Core/"Blue" region. All ships will be stopped. There is no chance of avoiding the Alliance Cruiser.

If you board a ship to steal their goods (piracy) can you also grab a bounty if there is a bounty on one of the target ships crew?

The Cruiser doesn't incapactitate people with warrants, just fines them, correct? Only people with Bounties can be taken out by the cruiser (if the dice rolls right).
Incapacitated people are not removed from the Phalla game, correct?

Incapacitated people are not removed from the Phalla game, correct? Q. The Cruiser doesn't incapactitate people with warrants, just fines them, correct? A: Correct. $1000 (or max $) per warrant, which then clears the warrant. Q: Only people with Bounties can be taken out by the cruiser (if the dice rolls right). A: Correct. 1 in 6 chance. Q: Incapacitated people are not removed from the Phalla game, correct? A: Correct. Players whose characters are Incarcerated, that is characters taken out by your Kill or delivered Bounties, are removed from the game.

OP says if you are turned in for your Bounty you are just Incapacitated and can still vote. Contradiction or just me not making sense after a long work week?

Shit, yeah, that's from an earlier pass at the rules.
OK, this is how we're going to fix this. The Alliance Cruiser is your asset, and should help you. So if the Alliance Cruiser finds the Bounty - that is, the Cruiser stops a ship that has the Bounty operating as Crew - there is a 1:N (where N is the total number of players on the ship) chance that the Bounty is found and INCARCERATED - removed from the game.
If a player finds the Bounty, captures them via a Showdown, and turns them in to the Alliance at the target planet, the Bounty is INCAPACITATED - still in the game.
The next part is a little tricky, and I'll let you guys decide this: Do you want to let the players turn in Bounties at the Alliance Cruiser? This would allow you to get money to individuals - either yourselves or other players - more quickly, if desired. That could turn out well for you if it gets more players to retire more quickly. But if you don't want that, I'm not going to force that on you.

If not at the cruiser I assume the only place to turn in is Osiris? If we're voting i say let 'em turn in at the Cruiser. I assume any ships approaching the cruiser with bounties wouldn't also get swept up in the warrant sweep or yes they would?
Either way I don't really feel strongly so I'll go with the consensus, but technically my vote is YES.
I will also probably be out/on phone for the rest of the day, just a heads up.
